INCA TRAIL REGULATIONS
More than 1000 people were accessing to the Inca Trail since 1996 through 2001 because there were no regulations, so trekkers were camping everywhere and littering along the way even into the inca sites.
The Peruvian government established regulations to access into the Inca Trail since 2003 in order to keep its status of World Heritage Site under pressure of UNESCO.
These regulations limited the numbers of hikers to prevent from doing the trail on their own, so you need to hire a tour operator to hike in the Inca Trail.
Since 2003 only 500 people a day are allowed to trek in the Inca Trail which includes guides and staff so only 200 tourists and 300 porters start hiking the Inca Trail daily, at the other hand 3000 tourist a day are allowed to access to Machu Picchu citadel since June 2011. Nowadays you need to assure well in advance your entrance fee for Machu Picchu too if you go by train or hike the alternative treks.
The Inca Trail is part of the Machu Picchu Historical Sanctuary, a protected area regulated by the SERNANP (Department of Protected Natural Areas of Peru) and "Ministerio de Cultura" (Department of Culture).
